HAARP
is the subject of numerous conspiracy theories a real life Weather Control Device if you play Red Alert a Classic LAN game . HAARP has been blamed by

outbreaks, global warming, global cooling, volcanoes, even
assassinations of individuals. Commentators and scientists say that
proponents of these theories are "uninformed" as most theories put
forward fall well outside the abilities of the facility and often
outside the scope of natural science and defy physics
David Yarrow of Albany, New York, is a researcher with
a background in electronics. He described possible interactions of
HAARP radiations with the ionosphere and Earth's magnetic grid:
"HAARP will not burn 'holes' in the ionosphere. That is a dangerous
understatement of what HAARP's giant gigawatt beam will do. Earth is
spinning relative to thin electric shells of the multilayer membrane of
'ion-o-speres' that absorb and shield Earth's surface from intense solar
radiation, including charged particle storms in solar winds erupting
from the sun. Earth's axial spin means that HAARP -- in a burst lasting
more than a few minutes -- will slice through the ionosphere like a
microwave knife. This produces not a 'hole', but a long tear -- an
incision."
HAARP was shut down in early May 2013, awaiting a change between
contractors who operate the facility. According to HAARP program manager
James Keeney, "
Defense Advanced Research Projects Agency (DARPA) is expected on site as a client to finish up some research in fall 2013 and winter 2014."
The temporary shutdown was described as being due to "a contractor regime change." The Alaska Native corporation
Ahtna, Incorporated is reportedly in talks to take over the facility administration contract from Marsh Creek, LLC.

HAARP
(High Frequency Active Auroral Research Program) is a little-known, yet
critically important U.S. military defense project which has generated
quite a bit of controversy over its alleged weather control
capabilities and much more.
Work on the HAARP Station began in 1993. The current working IRI was completed in 2007, and its prime contractor was
BAE Systems Advanced Technologies.
As of 2008, HAARP had incurred around $250 million in tax-funded construction and operating costs
Though denied by HAARP project officials, some respected researchers
allege that secret electromagnetic warfare capabilities of the HAARP
project are designed to forward the US military's
stated goal of achieving full-spectrum dominance by the year 2020
